Google fails to enforce adwords display URL policy

In Jan 2010 Google updated their display URL policy to prevent cybersquatting affiliates keyword bidding without relevant content in the adcopy and destination page, in effect leading users to wrong pages.

The policy was as such, Before you could get away with

    poker.casino.com - leading to www.casino.com/poker.html
Now however, you can no longer use sub domains if they don't exist, or so Google claims, it appears adwords views subdomains as a separate entity which is great if only this was factual.

I did a quick search and found evidence of no enforcement if this policy, blant cyber squatting by poker companies against each other brands, in this case Party Poker being the guilty of cyber squatting pokerstars brand using subdomains without an actual existing page or relevant content.

So i question, what is the point of policies if Google refuses to enforce them until reported by person, it appears like Google would rather maximise brand bidding revenue till alerted in person to prevent it manually, on a case by case scenario. Very unfortunate yet again from the Google team who say / claim one thing and implement another, all with the aim of money in mind, search quality is really meaningless to them when it comes to PPC.

I attached screenshots of the ads in question!
